Kullu, Dec 16: Campaigning for the Congress party ahead of the second phase of Himachal Pradesh Assembly elections, party General Secretary Rahul Gandhi today promised to develop the State as an educational hub
Addressing a public meeting in Kullu, Rahul emphasised the importance of higher education and development in the State.
"We need to move forward. We have developed (the state) on the front of transportation by laying roads, electricity generation and mobile connectivity. Now, we need to focus on higher education and strive to develop Himachal Pradesh as a hub of education," said Rahul.
The term of the State Legislative Assembly is due to expire on March 9, 2008.
With over 4.5 million people eligible to cast their votes, the second phase of the election is likely to see an interesting contest.
The first phase of election was held on November 14. The second phase of elections is scheduled for December 19 with results to be announced by the end of the month.

64 pc polling in second phase of Gujarat Assembly polls
Ahmedabad, Dec 16: Around 64 per cent of the Gujarat electorate today voted in the second and final phase of State Assembly elections.
Out of the total 18.7 million electorate, 63 to 65 percent exercised their franchise in the remaining 95 constituencies of the total 182 seats spread over eleven districts in the Central and Northern parts of the state, the Election Commission said.
Barring a few incidents of violence and bogus voting, the polling went off peacefully.
"The polling was by and large peaceful," said Deputy Election Commissioner Jaiprakash.
Elaborate arrangements were made to ensure that the voting is held in a free and fair manner.
Over 50,000 security personnel were deployed to maintain law and order in the state. Besides the state police, around 574 central paramilitary companies were pressed into service to instil a sense of security among the voters.
While the fight is mainly between the BJP and the Congress, the Bahujan Samaj Party is also contesting independently.
Around 60 percent of the Gujarat electorate voted during the first phase of Assembly elections on December 11.
Voting was held in 87 constituencies during its first phase. Of these, 58 constituencies were located in Saurashtra and Kutch regions, and 29 in South Gujarat.
The counting of votes will take place on December 23.
The term of the State's Legislative Assembly expires on December 26.
In the last Assembly elections, the BJP managed to win 127 seats, while the Congress party was able to win only 51 seats. The Janata Dal (United) and independents had won two seats each.

Greg Norman and Chris Evert engaged
New York, Dec 15: Sports legends Greg Norman and Chris Evert are engaged, the pair announced at a press conference recently.
Tennis ace Evert and top golfer Norman revealed the news at a press meet for the South African Open, where Evert came sporting a huge diamond on her finger.
"We were engaged on Sunday night coming over here, en route to South Africa," the New York Post quoted Evert, as telling the reporters.
The engagement happened a little more than a year later after they have divorced their respective partners.
Evert, the winner of 18 grand slam singles titles, split from her second husband Andy Mill, while Norman separated from his ex wife Laura Andrassy in 2006.

Shoaib Malik to remain Pak captain, says PCB chairman
Lahore, Dec 14: Pakistan Cricket Board (PCB) chairman Nasim Ashraf has said that Shoaib Malik will remain as captain for Test and ODI cricket team for further one year.
Ashraf also said that all players have been banned for writing columns in the print media.
Saving two Test matches against India was a good omen, however, we have to work on mental fitness of our players, The News quoted him, as saying.
Commenting on the performance of pacer Mohammad Asif, he said that Asif would be available to the team within six weeks.
Nobody is above the game and any player's interest in any other section other than cricket would not be tolerated, said Ashraf, adding that it would be better for Shoaib Akhtar to come and play domestic cricket in Pakistan.

New England football coach Capello credits dad for his life's credo
London, Dec.15: New England coach Fabio Capello's dad was a Italian war hero and a fan of the England football team.
Surviving the horrors of a Nazi concentration camp, Guerrino Capello instilled in his son the need to work hard, learn well and never to be afraid of anything.
But most of all, he taught his boy the importance, even in the toughest of circumstances, of being happy.
The former AC Milan boss's lawyer son, Pier Fillipo, met FA chiefs in London yesterday to tie up the final details of his dad's contract.
Fabio's sister Bianco Soprano, 66, said last night: "Dad would always say England was one of the best footballing nations in the world.
Bianco revealed that it had always been her brother's dream to one day clinch the England job and make his late father proud.
She said: "We had a big birthday party for Fabio's 60th last year. I remember him saying there was only one thing left for him to do in football - and that was to manage England. It was one of those dreams that you keep in the bottom drawer and now he has fulfilled it. If our father was alive today, there would be such an explosion of joy," The Sun quoted Bianco, as saying.
Guerrino, a teacher, died 15 years ago at the age of 67. The grit that he passed on to his son was learned the hard way during World War II.
Fabio, now 61, was not born when his Hungarian-born dad was called up to Italy's Royal Army.
Guerrino served in an artillery unit during the invasion of Yugoslavia by German and Italian forces in April 1941. When Italy pulled out of the war in 1943 he was among the soldiers rounded up by German forces. Nearly 60,000 Italian POWs died in Nazi concentration camps - and Guerrino was lucky to survive.
Fabio's mother Evelina, 86, said in the family's home village of Pieris: "My husband was a very big influence and taught Fabio a lot."
Soccer-mad Fabio joined his first club at the age of 14 - but followed his father's wishes to continue his studies. He became a qualified surveyor.
